Ballinhassig AFC CCTV Policy
1. Purpose
Ballinhassig AFC operates Closed Circuit Television (CCTV) systems throughout Gortnaglough Community Park to help provide a safe and secure environment for members, volunteers, visitors, schools, booking holders and the wider public using the club's facilities.
The purpose of this policy is to explain how CCTV is used by the club, how recorded images are managed and the safeguards in place to ensure that CCTV is operated responsibly, proportionately and in accordance with applicable legislation.
This policy should be read in conjunction with the Ballinhassig AFC Grounds & Astro Pitch Regulations, Privacy Policy and other club governance documents.
2. Scope
This policy applies to all CCTV systems operated by Ballinhassig AFC and to all persons who enter the club grounds. It applies to:
- Members
- Players
- Coaches
- Volunteers
- Parents and Guardians
- Spectators
- Visitors
- Schools and educational groups
- Booking holders
- Contractors
- Any other authorised users of the club facilities
3. Legal Framework
Ballinhassig AFC operates CCTV in accordance with:
- General Data Protection Regulation (GDPR)
- Data Protection Act 2018
- Guidance issued by the Data Protection Commission
- Football Association of Ireland governance requirements where applicable
- Ballinhassig AFC Privacy Policy
- Ballinhassig AFC (Ballinhassig Soccer Club Limited) acts as the Data Controller for CCTV systems operated by the club.
4. Purpose of CCTV
CCTV is operated for the following purposes:
- Protecting members, volunteers and visitors.
- Supporting child safeguarding.
- Protecting club buildings, pitches and other assets.
- Deterring theft, vandalism and anti-social behaviour.
- Monitoring unauthorised access to club facilities.
- Assisting in the investigation of accidents or incidents.
- Assisting An Garda Síochána where appropriate.
- Supporting insurance investigations and claims.
- Supporting the safe management of club facilities.
- CCTV will not be used for the routine monitoring of individuals or for any purpose inconsistent with this policy.
5. Camera Locations
CCTV cameras are installed at locations throughout Gortnaglough Community Park where the Executive Committee considers surveillance to be necessary for security, safeguarding and operational purposes.
These locations may include:
- Entrances and exit points.
- Car parks.
- Clubhouse.
- Astro Pitch.
- Grass pitches.
- Walkways.
- Other external areas.
Cameras will not intentionally monitor areas where individuals have a reasonable expectation of privacy.
6. CCTV Signage
Appropriate signage is displayed at entrances and other suitable locations throughout the grounds informing visitors that CCTV is in operation.
7. Access to CCTV Footage
Access to live CCTV images and recorded footage is restricted to those committee members authorised by the Executive Committee.
Access shall only take place where necessary for one or more of the purposes described in this policy.
Authorised users shall not access CCTV footage out of curiosity or for any purpose unrelated to the operation, safeguarding, security or management of the club.
8. Disclosure of CCTV Footage
CCTV footage will only be disclosed where appropriate and lawful.
Footage may be provided to:
- An Garda Síochána.
- Insurers acting on behalf of the club.
- Legal advisers acting for the club.
- Other parties where required by law.
- Individuals exercising their rights under applicable data protection legislation.
- Requests from third parties will be considered on their merits and in accordance with GDPR and the Data Protection Act 2018.
9. Retention of CCTV Footage
Recorded CCTV footage will only be retained for as long as is necessary to fulfil the purposes for which it was collected.
Footage may be retained for a longer period where required in connection with:
- Criminal investigations.
- Insurance claims.
- Legal proceedings.
- Safeguarding concerns.
- Club disciplinary matters.
- Other legitimate operational reasons.
- When no longer required, CCTV recordings will be securely deleted or overwritten.
10. Responsibilities
The Executive Committee is responsible for ensuring that CCTV systems operated by Ballinhassig AFC comply with this policy and with applicable legislation.
The Executive Committee may authorise nominated committee members to:
- Administer the CCTV system.
- Review recorded footage.
- Respond to incidents.
- Liaise with An Garda Síochána.
- Release footage where appropriate.
- Maintain records relating to CCTV.
- All authorised users of the CCTV system are expected to treat recorded footage as confidential.
11. Maintenance
Ballinhassig AFC will take reasonable steps to ensure that CCTV equipment is maintained in good working order.
Maintenance may be carried out by authorised committee members or by approved third-party service providers acting on behalf of the club.

13. Review
