Acceptable Reasons for Cancellation or Changing of Matches 2023/24
- Death of a club member.
- Confirmations (12s and 13s only) – change from Saturday to Sunday or Sunday to Saturday (not cancelled).
- Entrance Exams (12s and 13s only) - if exam falls on a Saturday morning, games can be changed to Saturday afternoon or Sunday (not cancelled). Exam dates and teams involved MUST be notified to the fixture secretary no later than 15 th January 2024.
- If one or more players is/are on Cork Inter League Squad fixtures or International Duty (Only applies to teams in their own age grade) – game will be changed from Saturday to Sunday or Sunday to Saturday (no cancellations).
- If Managers are on Official FAI Coaching Courses.
- National Cup games outside of Cork Area.
- Official school tours – minimum of two players – must receive a letter of confirmation from school which must list player’s names going on the tour. This letter must reach the CSL no later than 2 weeks before the tour is due to take place – NO EXCEPTIONS.
- Typically, teams try to get matches off because of clashes with other sports, unavailability of managers, communions, players/managers going on holidays etc. These reasons will NOT be allowed for cancellations.
Walkovers
- The Club Hon. Secretary must email the CSL Hon. Secretary within 7 days of any team giving a walkover. The reasons for the walkover must be clearly outlined.
- Any team giving a second walkover may be expelled from the league at the discretion of the CSL committee.
- Any team giving a walkover will forfeit the game on a 3-0 score line and the club will incur a €50.00 fine. Each subsequent walkover by any team in the club will incur a fine of €75.00.
- Any team who simply does not turn up for a game without informing anyone will face severe disciplinary action from the league which will include a fine of €150 and may include the expulsion of the team from the league.
- Any team who gives a walkover that decides a league title will incur a fine of €150 and be deducted 9 points. That point deduction can lead to relegation or the loss of a runners up/promotion spot.
Procedure for Cancellation of Matches due to Unplayable Pitches
Home club Hon. Sec. MUST do the following in the event of a request to cancel a game the night before:
- Request permission to cancel from Eddie Doyle on (085) 8887396.
- Once permission is granted:
- Contact away teams Hon. Sec. by telephone.
- Contact the referee by telephone.
- This must be done no later than 9.30pm the night before the game.
- Please ensure where possible that you actually speak to the person rather than just leaving a message (If you cannot get an answer on the phone leave a voice message AND send a text/WhatsApp message).
Home club Hon. Sec. MUST do as follows in the event of a request to cancel a game on the day of a match:
- Should you not call off a game the night before, please ensure that if you are doing a pitch inspection on the day of the game, that it is done no later than 2.5 hours before the game (e.g. 7.30am for a 10.00am kick off). If pitch is unplayable, request permission to cancel from Eddie Doyle on (085) 8887396.
Once permission is granted:
IMMEDIATELY contact the opposition and the referee to stop them from travelling. Should you feel that the pitch is playable after an inspection 2.5 hours before the game, any subsequent decision about possible cancellations MUST then be left to the referee.
Of course all this will only work if ALL club secretaries and referees have their telephones turned on and are available to take calls either the night before and/or early morning on the day of a fixture.
In the past we had some situations where the away teams/referees turned up to games that had been “called off” but had not been informed by the home club. Please ensure that this does not happen this season in the event of cancellations.
If this happens the home club will bear all expenses incurred.
THE LEAGUE RESERVES THE RIGHT TO INSIST ON AN INSPECTION OF ANY PITCH AT ANY TIME IN THE EVENT OF A PROPOSED CANCELLATION. THE COST OF THIS INSPECTION WILL BE BORNE BY THE HOME CLUB.
Cup Games – Local Cups, Founders Cup, National Cups/Trophies
Please note that in ALL cup games, in the event of a draw in normal time, extra time of 10 minutes each way must be played. If still a draw after extra time a penalty shoot out will decide the result. Please ensure all your managers are aware of the above.
Founders Cup
- Founders Cup are for teams and players from D2 and below in all age groups.
- Under no circumstances can a Premier or a Division 1 player play in the Founders Cups.
- Any team found playing a Premier or Division 1 player in a Founders Cup game will forfeit the game and the club and team manager will be sanctioned.
Promotion, Relegation and Playoff Procedure 2023/24
- GOAL DIFFERENCE will not decide any position.
- Promotion and Relegation
o Premier to Division 1 – 2 down to Division 1, 2 up to Premier. (This season only 7 teams in 12 Premier therefore 1 team relegated from 12 Premier, 4 teams promoted from 12D1). (This season only 8 teams in 15 Premier therefore 1 team relegated from 15 Premier and 3 teams promoted from 15D1).
o Division 1 to Division 2 – 3 down to Division 2, 3 up to Division 1.
o All other Divisions - 3 up and 3 down.
o Specific divisions may change from the above at the discretion of the League.
- To decide League Winners
o If two teams tie at the top of any league a play off (with extra time and penalties if necessary) will apply.
o If three teams tie at the top of any league a round robin play off will apply (draw for round robin fixtures will take place and a subsequent play off with extra time and penalties if necessary).
- To decide all other League Positions (except winners)
o If two (or more) teams tie for a position from runners up to last place
§ the position will be decided on the teams result(s) against each other during the league
§ If at that stage the situation cannot still be decided a play off (with extra time and penalties if necessary) will apply only for promotion and relegation positions
RED CARDS AND SUSPENSIONS 2023/24
All players red carded in games MUST serve an automatic ONE GAME suspension as follows:
A - SENT OFF IN A LOCAL LEAGUE OR LOCAL CUP GAME The player automatically misses the next local league or cup game in the age group in which the red card was received. Example - sent off in a local league or local cup U15 game – misses the next U15 local league or cup game automatically. If the player happens to be an U14 player, the automatic suspension only applies to the U15 grade, as that was the grade in which he received the red card. Any player under an automatic one game ban only is eligible to play in the National Cup if it’s the next game.
B - SENT OFF IN A NATIONAL CUP GAME The player automatically misses the next National Cup game in the age group in which the card was received – if the team is still in the National Cup. If the team was beaten in the game, the player automatically misses the next local league or local cup game at the YOUNGEST ELIGIBLE AGE. Example – U14 player sent off in U15 National Cup game in which his team lost – he will automatically miss the next U14 local league or local cup game. Subject to the referee’s report the sanction may be increased by the SFAI. Suspensions may be increased following action by the Disciplinary Committee of the CSL. Suspensions imposed by the Disciplinary Committee of the CSL may be imposed on the basis of (a) the number of games or (b) a specific time period. They may cover more than one age group. All suspensions are to be served as directed by the Disciplinary Committee of the CSL.
C - PLAYERS SERVING SUSPENSIONS GREATER THAN THE AUTOMATIC ONE GAME BAN FOR BEING SENT OFF IN A LOCAL LEAGUE OR LOCAL CUP GAME SHALL NOT BE ELIGIBLE TO PLAY IN THE NATIONAL CUPS DURING THIS SUSPENSION AS NATIONAL CUP GAMES SHALL COUNT AS GAME/S SERVED UNDER THAT SUSPENSION. PLEASE NOTE THAT AN AUTOMATIC ONE GAME SUSPENSION CANNOT BE APPEALED.
TRANSFERS BETWEEN DIFFERENT CLUBS
Windows are July 1 2023 to Sep 23 2023 and Jan 1 2024 to Jan 28 2024. The procedure to be followed is the procedure in Comet.
INTERNAL TRANSFERS IN A CLUB BETWEEN 2 TEAMS
Comet does not have a procedure for this. Therefore the following system will apply:
Club sends email to Eddie Doyle – it MUST come from the Club Hon. Secretary
1. Subject line must read – CLUB NAME – INTERNAL TRANSFER REQUEST (eg Douglas Hall –Internal Transfer request)
2. In the body of the email list Players Name, Players Comet ID number, Team the player is leaving, team the player is going to (eg Douglas Hall, ID No. 999999, Leaving U13A, Going to U13B)
3. I will make the player INACTIVE on the U13A team and advise you
4. You can then, and only then, allocate the player to the U13B team
5. I will receive an email from Comet when you allocate the player and I will then make him ACTIVE on the U13B team
6. The same transfer windows apply
7. If a player has played in a cup match with the players original team, he is cup tied, and therefore cannot play in the same cup competition with the players new team
UNDER NO CIRCUMSTANCES CAN ANY CLUB MOVE A PLAYER FROM ONE TEAM TO ANOTHER WITHOUT THE PERMISSION OF THE LEAGUE
REFEREES FEES
